Towards a European UAP Paradigm
As global interest in Unidentified Anomalous Phenomena (UAP) and Non-Human Intelligence (NHI) intensifies, Europe stands at a crossroads.
Let’s explore how the continent’s thoughtful, civilian-oriented approach can contribute a vital new perspective to the international conversation.
With rising public awareness, recent aerial anomalies, and emerging EU-level dialogues, Europe is poised to shape a uniquely balanced, transparent, and interdisciplinary path forward in the global UAP/NHI discourse.
This summit is organized by Georg Boch of Ubiquity University in collaboration with Dr. Felix Hoch.

The emerging role of Europe in UAP Disclosure
This summit addresses the emerging role of European advocates in the global initiative toward transparency and disclosure concerning Unidentified Anomalous Phenomena (UAP) and Non-Human Intelligence (NHI).
It explores the specific contributions Europe could and should make within this rapidly
evolving international context.
Divergent Approaches: U.S. Enthusiasm vs. European Prudence
In the United States, both the private sector and governmental institutions have rapidly embraced UAP disclosure initiatives, exemplified by burgeoning entrepreneurial activities such as startups and technology-focused hackathons within Silicon Valley.
This proactive stance, characterized by a marked absence of skepticism, stands in contrast to Europe’s comparatively cautious and deliberative approach, evocative of its previous tentative engagement with transformative technologies such as artificial intelligence.


Europe's Potential for a Distinctive Contribution
Given this context, Europe is uniquely positioned to offer a distinct approach to UAP and NHI discourse. A civilian-oriented strategy, prioritizing academia, public education, and engagement from private enterprise, may present a meaningful alternative to the traditional security-centric paradigm predominantly observed in the United States.
The “Grounding the SETI and UAP Debate” symposium held at Durham Law School on April 24, 2025, underscores this potential, having produced a foundational Declaration advocating interdisciplinary collaboration and scholarly rigor within European research on these phenomena.
Ubiquity University, in this spirit of open and multidisciplinary academic inquiry, initiated the ET Studies Program in September 2023.

As disclosure evolves within a multipolar international framework, Europe’s deliberate and considered entry into this discourse represents an important opportunity to shape the global narrative.
A clearly articulated European perspective is needs to emerge, promising both distinctiveness and balance in ongoing global discussions on UAP and NHI.
With this year’s SOL Foundation Symposium being held in Italy in October, now is the perfect time for European UAP Disclosure Advocates to align and come together. This summit will be a first step in this process.
